This project includes a study to evaluate the existing aquatic facilities located within and near the Northshore PRSA boundaries and to develop recommendations for serving the aquatic needs of the PRSA public. (Northshore PRSA Pool Study - Draft Final Report) The public pools within the PRSA, which include the Northshore Pool in Bothell, the St. Edward Pool in Kenmore, and the Sorenson Pool in Woodinville are either closed or in danger of closing due to aging structures, obsolete mechanical systems or budget constraints. The aquatic system received another blow when King County became aware of the seriousness of its current financial crisis and transferred the subsidy of the Northshore Pool to a consortium of cities and the Northshore School District. No single city is in a position to solve this problem of regional importance. Therefore, the PRSA is being considered as an alternative means of long-term financial support for aquatics in the Northshore area. (Northshore PRSA Map) The Northshore Pool and the St. Edward Pool that remain in use will both be closed by late 2005 unless the PRSA or another entity assumes ownership. The study will determine what options would best serve the needs of the public and will identify the cost and the bond and levy rates that would be needed to accomplish each option. These options will be developed as the study progresses and in response to public comments received. The cost of aquatic options considered in the study will be further analyzed in terms ofthe PRSA levy authority. With voter approval, the PRSA may assess levies for debt service on bonds and for operating costs; however, this authority is limited. The PRSA Board will later examine the aquatic proposal cost relative to PRSA capacity within those limits - given the current debt obligations and tax rates - and determine what, if any, proposition should be placed on the ballot. |
