Kenmore Village by the Lake - Downtown Development Project

Where is the project located?
The 9.6 acre site is located at the northwest corner of NE 181st Street and 68th Avenue NE. The site is currently occupied by the current City Hall building and a small shopping center. The site is part of the larger downtown area envisioned in the city's comprehensive plan. A set of priorities to guide development on the site, includes the creation of a "Central Place" in Kenmore, stimulating economic revitalization through business retention and attraction, improving traffic and pedestrian circulation, providing many housing choices, and applying sensitivity to design and the environment.

Redevelopment of the site is anticipated to be a catalyst project that will spark redevelopment in all four quadrants of downtown. The project is consistent with the objectives of the City's 2001 Comprehensive Plan and 2003 Downtown Plan. The project will also improve the City's long term economic vitality through additional tax revenues, attraction of future private investment downtown and creation of jobs and housing opportunities.

Who owns the site and who will be developing the site?
The City of Kenmore currently owns the site. On 4/17/06 the Kenmore City Council selected Urban Partners LLC as the developer and design team for the redevelopment of the City owned site. On 6/1/06 the City and Kenmore Partners executed an Exclusive Negotiating and Plan Preparation agreement to provide for planning, design and development of the 9.6 acre downtown site and possible acquisition of the site. What are the terms and conditions for the sale and development of the site?
Following the close of a public hearing 5/24/10 the Council passed Ordinance 10-0309 that provided authorization for the City Manager to execute an amended and restated Disposition and Development Agreement with RECP/UP Kenmore LP (formerly Kenmore Partners LLC). The amended and restated Disposition and Development Agreement was executed and is effective as of 5/24/10. This agreement supersedes the prior DDA executed 7/9/07 and all six subsequent amendments.

The City as property owner of the 9.6 acre site is also the property manager for the Kenmore Village shopping center located on the northwest corner of 68th Avenue NE and NE 181st Street. On 5/24/10 the Council provided authorization for the City Manager to execute a Ground Lease with RECP/UP Kenmore LP. The ground lease passes the management and operation responsibility to RECP/UP, Kenmore LP (as tenant) until either the property is acquired under the terms of the Disposition and Development Agreement (DDA), the DDA is terminated or expires or the 12/15/16 expiration date of the ground lease. The ground lease is also referenced as Exhibit K in the DDA document.

What does the project include?
The site will consist of a mixed-use development consistent with one of the four conceptual plan alternatives attached to the DDA. Each alternative represents a different density of development and contains a different mix of uses, parking requirements and open space considerations.

The project will consist of a minimum of 300 residential units of which 100 residential units will be designated as affordable units. A minimum of 77,200 square feet of retail space is required. Approximately 23,000 square feet of community event and central gathering space area is required of which 14,000 square feet is reserved solely for such use. A mix of structured and surface parking will serve the project.
