LIBRARY ADVISORY BOARD FACT SHEET

Section 1.    General.   The City of Kenmore understands the importance of establishing a forum for providing input to the King County Library System Board of Trustees on issues relating to library services in Kenmore.  Therefore, the Kenmore City Council adopted Ordinance No. 07-0257 on February 12, 2007 creating the Kenmore Library Advisory Board; prescribing its membership, organization and responsibilities.

Section 2.    Purpose.   The Library Advisory Board shall serve in an advisory capacity to the Board of Trustees of the King County Library System and to the local library officials. The Library Advisory Board shall also report to the City Council as deemed necessary.
Section 3.    Membership.   There shall be seven members of the Library Advisory Board, all of whom shall be residents of Kenmore.  In addition to the seven members appointed by Council, the Council may appoint one of its members to serve as a liaison to the Library Advisory Board. This member shall not be a voting member of the Library Advisory Board.

Section 4.    Appointment.   The members of the Library Advisory Board shall be appointed by the City Council.

Section 5.    Terms of Office.   
ALibrary Advisory Board members shall serve three-year terms.  To allow for the staggering of terms for the initial Library Advisory Board and appointment or reappointment as appropriate, the initial terms shall be as follows: three (3) members for terms of two years and four (4) members for terms of three years.  Terms shall expire December 31st. Members shall be limited to two (2) consecutive three (3) year terms.
BThe position of a member shall become vacant upon such member’s ceasing to meet the membership requirements.  The position of a member shall be forfeited and become vacant for failure to attend three regular consecutive meetings of the board, unless such absence is excused by a majority of the members of the Library Advisory Board.  A vacancy occurring other than through the expiration of terms shall be filled for the unexpired term in the same manner as for appointments as provided in this ordinance.
CThe members shall serve at the pleasure of the City Council, and may be excused for lack of participation, conflicts of interest, or inappropriate behavior, as determined by the City Council.

Section 6.    Rules of Procedure.   The Library Advisory Board shall elect its own Chairperson and may create and fill such other offices as may be determined to be required.  A majority of the membership of the Library Advisory Board shall constitute a quorum for the transaction of business.  Any action taken by a majority of the members present, when those present constitute a quorum, at any meeting of the Library Advisory Board shall be deemed to be the action of the Board. The Library Advisory Board is authorized to adopt rules of procedure for the conduct of its business.

Section 7.    Compensation.    Members shall serve without compensation but may be reimbursed for reasonable expenses pursuant to City ordinances and policies.

Section 8    Meetings.    The Library Advisory Board shall hold such meetings as may be deemed to be necessary for the completion of its responsibilities.  The Library Advisory Board is authorized to hold meetings in conjunction with meetings of the Board of Trustees of the King County Library System and in conjunction with meetings of local library officials.

Section 9.    Reports to the City Council.    The Library Advisory Board may make such verbal or written reports and recommendations to the City Council as may be deemed advisable but shall, at a minimum, report annually to the Council as to the status of library services and facilities being made available to the residents of the City by the King County Library System.

Section 10.    Legal Compliance.    The members of the Library Advisory Board will fully comply with all federal and state laws and local ordinances.
