Surface Water Management Plan Update

2007 Asphalt Overlay Program

The City of Kenmore Asphalt Overlay Program is an annual street maintenance activity designed to prolong the life of City streets.  Streets are identified for resurfacing using a pavement management program which prioritizes street segments based on asphalt condition, as well as other factors such as traffic volume and location.

Bastyr University Campus Master Plan

Bastyr University proposes to adopt and implement a Master Plan for facilities and improvements on its campus that supports the University's vision for growth over the next 20 years. An Environmental Impact Statement (EIS) will be prepared under the direction of the City of Kenmore to analyze the potential impacts of the implementation of the Master Plan and Master Plan alternatives, and to identify mitigation measures.

Brightwater

This a capital project being conducted by King County that will construct a sanitary sewer treatment plant, conveyance facilities and marine outfall zone in north King County or south Snohomish County. The growth pattern in north King County and south Snohomish County creates a demand for a third treatment plant capable of treating 34 million gallons per day when it comes on line in 2010, expanding to treating 54 million gallons per day by 2040.

The City of Kenmore completed the phase I and II Swamp Creek Flood Reduction Improvements in 2005-06.

Wallace Park Sediment Pond Improvements

The City of Kenmore completed the improvements to the Wallace Park Sediment Pond in 2006. Repairs from the 2007 winter are anticipated to begin in July 2007.

Downtown Master Plan

The Kenmore City Council adopted the City of Kenmore Downtown Plan at its meeting on Monday, April 28, 2003

The Downtown Plan is the result of an 18-month effort that included the volunteers who serve on the Planning Commission, the citizens of Kenmore, the business community, and City staff. The Plan addresses the issues of land use, transportation and public investment in the Downtown area of Kenmore, which is generally the area near the intersection of SR-522 and 68th Avenue NE.

LakePointe Mixed Use Development

The proposed LakePointe project is a mixed-use development, which will be built in phases on approximately 45 acres on Lake Washington where the Sammamish River enters the lake. The site is just east of the Kenmore Air Harbor Seaplane terminal. The project contemplates including up to 350,000 square feet of office space; 300,000 square feet of retail and commercial space; 1,200 residential units (both rental and condominium); a marina; and over 4,200 surface and underground parking spaces.

In January 2002, Pioneer Towing, the property owner, announced that the development partnership formed to construct the LakePointe project had dissolved. The owner cited the current economic climate as a key factor in creating difficulties in securing the appropriate financing to construct a project of this size. The owner is still committed to completing the project, however, plans are on hold until a suitable development partner can be found.

Parks and Recreation Master Plan

The Plan includes a series of recommendations regarding actions the City should take to increase the availability of park and recreation facilities and services to Kenmore residents. The Plan prioritizes improvements to the existing City parks while also recommending that the City take advantage of some key property acquisitions when properties become available and when grant funding can be leveraged to stretch limited City resources. The Plan recommends that the City not become a direct provider of recreation services, but should partner with existing providers so that the availability of these services to Kenmore residents can be increased.

Future Parks Plan

The City of Kenmore recently completed the Comprehensive Park Plan (see the Parks & Recreation Master Plan under Projects and Plans on website) and is beginning to work on man of the projects identified in the Plan

Transportation Improvement Plan

As a part of the City's Comprehensive Plan, which was adopted in March 2001, the City developed a transportation plan tailored to meet the city's transportation needs expected over the twenty-year time frame of the plan. The plan seeks to meet those needs through a combination of roadway, sidewalk and transit improvements. The plan includes a detailed six-year transportation improvement plan highlighting the projects to be completed over the next six years.

Comprehensive Plan

The Comprehensive Plan is a policy document that articulates the community’s vision of future land use and growth for the City and its neighborhoods in a manner that is internally and regionally consistent, achievable, and affordable. The Plan serves as the guide for City staff and the City Council in making decisions regarding ordinances, regulations, and public facility investments to ensure that the overall goals and policies are furthered by those decisions.   

The City of Kenmore’s Comprehensive Plan was adopted by the City Council in March of 2001 with Ordinance No. 01-00104.  It was amended in April of 2003 with Ordinance No. 03-0177; it was amended again in December of 2006 with Ordinance No. 06-0255; and was amended again in December of 2007 with Ordinance 07-0272, with a minor revision in January 2008 with Ordinance No. 08-0278.

Downtown Residential Height Amendments

SR522 Project

SR-522 Improvements - Phase I

The City of Kenmore has secured funding to complete several improvements to the SR-522 (BothellWay) Corridor. The goal of these improvements is to ease congestion in the corridor through Kenmore, increase pedestrian and vehicular safety, improve the appearance of the corridor and improve the function of the major intersections within the City. The City has received over $23.3 million in State and Federal grant funds and contributions from the Washington State Department of Transportation (WSDOT) and King County. The total cost of these improvements will exceed $50 million and the City continues to pursue additional funding to complete the entire project

The proposed improvements include:

  • The widening of the intersection of 73rd Ave. NE and SR-522
  •  Construction of an underpass for the Burke-Gilman Trail at 73rd Ave. NE
  •  Modifications to the intersection of 68th Ave. NE and SR-522
  • The realignment of the two intersections at NE 181st St and 68th Ave. NE into a single intersection
  •  Modifications to the intersection of 65th Ave. NE and SR-522
  •  The widening and realignment of the 61st Ave. NE and SR-522 intersection
  • The installation of landscaped medians on SR-522 between 60th Ave. NE and 73rd Ave. NE
  • The improvement of 68th Ave. NE from NE 175th to NE 185th Street
  • The addition of landscaping and sidewalks at several locations in the corridor

SR522 Project

SR-522 Improvements - Phase II

This project will begin construction in June 2007.  Please visit the SR522 website at http://www.kenmoresr522.com/ for more information about construction.  The purpose of the SR522 Phase II project is to improve safety, circulation and operation of automobile, transit, and non-motorized users of the roadway corridor. Phase II will extend the SR522 Business and Transit (BAT) lane system from 73rd Avenue NE to the eastern City limits. The project is in the City's 6-year Transportation Improvement Plan (TIP) and has received over $23.5 million in State, King County, Federal and Sound Transit funds.

The proposed improvements include:

  • Widen roadway for Business and Transit (BAT) lanes from 73rd Avenue NE through 83rd Avenue NE
  • Improvements to 80th Avenue NE north of SR522
  • Installation of a traffic signal at the entrance to Kenmore Lanes
  • Installation of medians and access management improvements between 73rd Avenue NE and the eastern Kenmore CIty limits
  • Installation of a traffic signal at 83rd Place NE
  • Replacement of the SR522 Swamp Creek Bridge


Construction on Juanita Drive South of NE 153rd Place

The City of Kenmore completed the Juanita Drive drainage improvements in 2006.
